William White (Co-Founder)

William White is an accomplished public safety leader with more than 25 years of experience in law enforcement, emergency management, and security operations. He currently serves as the Vice President of Public Safety for the WellSpan Health System, where he oversees Security, Emergency Management, Emergency Medical Services (EMS), and Property Coordination across eight hospitals and more than 300 sites.
Before joining WellSpan, William was the Director of Training for Security at Johns Hopkins University and Johns Hopkins Medicine, leading all public safety training programs throughout the institution’s academic and healthcare facilities.
Earlier in his career, William spent over two decades with the Pennsylvania State Police, retiring at the rank of Major as the Director of the Bureau of Training and Education. He held a variety of leadership roles spanning criminal investigations, special operations, and training development.
William holds a Bachelor of Science in Criminal Justice from Shippensburg University and a Master’s Degree in Business Administration from Eastern University. He is also a graduate of the 252nd session of the FBI National Academy in Quantico, Virginia.
Derek Baker (Co-Founder)
Derrick Baker is a seasoned law enforcement leader with over 25 years of distinguished service in the Pennsylvania State Police. He retired as a Major, serving as the Area IV Operations Commander, overseeing more than 1,200 Troopers and managing a budget exceeding $200 million. Throughout his career, Derrick held a wide range of investigative and command positions, including Station Commander, Operational Intelligence Commander, and Captain of both the Domestic Security Division and Special Investigations Division.
His areas of expertise include criminal investigations, operational intelligence, emergency management, and high-level interagency collaboration. Notably, he commanded statewide operations addressing organized crime, public corruption, fugitive apprehension, auto theft, and counterterrorism efforts, and was deputized as a U.S. Marshal.
Following his retirement, Derrick continued to serve the Commonwealth as an undercover investigator with the Auto Theft Task Force and currently holds the rank of Lieutenant with the West Manheim Police Department in York County, Pennsylvania. In this role, he manages daily operations and spearheads policy development and administrative functions.
Derrick holds a Bachelor’s degree in Professional Studies (Criminal Justice) from Elizabethtown College and a Master of Science degree from Wilmington University. He has completed advanced leadership training through the Northwestern School of Police Staff and Command, the IACP Leadership in Police Organizations, and the Pennsylvania State Police Leadership Development Program.
