Co-Founder
William White
As the co-owner of the National Training and Consulting Group, William provides comprehensive security consulting services focused on training and risk mitigation strategies designed to help clients protect their employees, patrons, venues and events. With 30+ years of experience in law enforcement, university security and healthcare security, he brings real-world knowledge while devising practical solutions to complex security challenges.
William works in healthcare security in south-central Pennsylvania. His responsibilities include overseeing eight major healthcare sites and over 200 other healthcare practices, offices and administrative sites. As the Senior Director of Security, he is involved in various aspects of the company including physical security, badging, access control, CCTV, security assessments and data center physical security.
William joined Johns Hopkins University and Medicine in February 2019 as the Director of Training for Public Safety. In his position he had training responsibilities for all Johns Hopkins University and Johns Hopkins Medicine locations in Maryland, the Washington D.C. Capital Region and All Children's Hospital in Florida. He was responsible for developing healthcare and university police training and education curriculum across the Johns Hopkins system.
William also served in the Pennsylvania State Police Department for over 25 years. He has been awarded numerous departmental service/significant operation commendations for his outstanding work. He was promoted through the ranks and retired as a Major, serving as the Director of the Pennsylvania State Police Bureau of Training and Education. Throughout his career, he held numerous positions in criminal investigations, special operations and leadership roles. His specializations included training, emergency and high-risk situations, criminal investigations and incident management. He was the state-wide tactical training officer and tactical section supervisor for the Special Emergency Response Team and also served as the Assistant Coordinator for the eastern section. Willam also received a certification as a hazardous device and explosive technician ("Bomb Tech") in 2005 and was a member of the Hazardous Devices and Explosives Section. In addition to his Special Emergency Response Team responsibilities, he was also a member of the Pennsylvania State Police Incident Management Team for three years.
Williams education includes a Bachelor of Science Degree in Criminal Justice from Shippensburg University and holds a Masters Degree in Business Administration from Eastern University. He attended the 252nd session of the Federal Bureau of Investigation National Academy and completed the Pennsylvania State Police leadership development program.

Derrick Baker
Derrick is the co-owner of the National Training and Consulting Group and currently works as a Lieutenant for the West Manheim Police Department in York County, Pennsylvania. He is responsible overhauling all regulations, general orders and directives. He handles the day to day operations along with administrative functions. This position now provides him with a unique in-depth perspective of both municipal and state level policing.
Directly following his retirement from the Pennsylvania State Police, Derrick worked in an undercover capacity with the Pennsylvania State Police Auto Theft Task Force through the District Attorney's Office. He gained expertise in this field and continued to establish relationships across the Commonwealth.
Derrick served in the Pennsylvania State Police for over 25 years. He was awarded numerous significant operation commendations. He retired as a Major, serving as the Area IV Operations Commander. This position provided supervision to over 1,200 Troopers and a budget of over $200 million. Throughout his career he held numerous investigative and supervisory positions. His specializations included four years as a criminal investigator; he supervised both patrol and criminal investigation units as a corporal and sergeant. He commanded the state-wide fugitive apprehension unit, receiving deputization as a United States Marshal. As a Lieutenant, he spent six years as a barracks station commander and as the operational intelligence commander within the Bureau of Criminal Investigation, receiving a Federal Bureau of Investigation Top Secret clearance.
His operational intelligence experience included managing undercover officers and informants with Pennsylvania across the county, working with many agencies including the New York Police Department and the Federal Bureau of Investigation on domestic and international terrorism cases. As a captain, Derrick commanded the Domestic Security Division, gaining expertise in emergency planning, controlling all emergency events within the state-wide emergency operations center. He developed and implemented emergency plans across the state and commanded the risk and vulnerability assessment teams to protect the Commonwealths critical infrastructure. Derrick also served as a captain within the Bureau of Criminal Investigation, Special Investigations Division. This experience continued to hone his leadership and investigative skills as he commanded state-wide units for organized crime, political corruption, auto theft, fire marshals, cold case homicide, crime stoppers, computer crimes and the fugitive apprehension. Derrick developed an expertise in criminal investigations, operational intelligence, and developing and managing informants. He finished his career as the Major of Area IV.
Derricks education includes a Bachelor's in professional studies with a concentration in Criminal Justice from Elizabethtown College and a Masters of Science Degree from Wilmington University. He attended the Northwestern School of Police and Command, The Pennsylvania State Police leadership development program, International Association of Chiefs of Police Leadership in Police Organizations, and Advanced Police Executive Development Training.
